根據ILPA的通知，新的移民制度很可能會於2月28日開始實施。首階段，內政部會對第一級的人仕實施計分及英語要求。該第一級簽證會取代現行的高技術移民、投資者、自雇律師、投資移民、IGS申請人、創業者及蘇格蘭畢業生方案的人仕。所有第一級簽證的人仕（除了一百萬英鎊的投資者）需通過GCSE的C級程度。相信隨后的第二階段會對欲申請勞工紙的技術人仕，即第二級的人仕，如廚師、餐館經理、按摩師、會計師、建筑工人、美容師、市場經理、財務經理等實施新移民計分制度。雇主和教育機構實行新的計分制度。雇主和教育機構的擔保計劃是該新的計分制度的其中一部分。屆時，英國雇主或英國教育機構必須先向英國的邊境及移民部注冊登記，成功領取到牌照后方可成為勞工或學生等海外人仕的擔保人，然后再向政府為每一海外人仕申請一份“擔保證書”。請注意，在新的計分制度下，所有申請人必須達致一定的英語水平，申請人需通過測試以符合邊境和移民部的要求。
 

B. 聘請非法勞工的雇主將面對嚴重的刑罰！  
 

　　政府會於今年2月開始實施新措施以預防非法勞工。新措施規定，無論英國雇主是否疏忽聘用非法勞工，雇主將被判罰款- 於營業地點搜獲非法勞工，每一名非法勞工的最高罰款為£10,000。如雇主被視為故意聘用非法勞工，雇主可被判無上限罰款及被判入獄。

A. Sponsorship Plan for Business and Institutions  
 

According to a reliable source of ILPA, a new immigration system is likely to be implemented on 28 February. At the first stage, the Home Office will implement the new points bases system and English requirement to tier 1 category. The new tier 1 replaces existing categories of HSMP; Investors; Self Employed Lawyers; Business Investment; Innovators, IGS and Fresh Talent scheme. The main effect is that apart from 1 million pound investors, business investment and HSMP both must have at least a C in GSCE English. We believe at the second stage, the Home Office will implement the new points bases system to tier 2(those applying work permit as a skilled person, i.e. chef, restaurant manager, massage, accountant, glazier, beautician, marketing manager, financial manager, etc) The UK employers and the education institutions have to register with Border and Immigration Agency (BIA) to obtain a licence before they can be eligible to become a sponsor for Work permit applicant and student visa applicant, respectively. According to the new points bases system, the applicant must have met a certain level of English. The applicant must pass an English test, which set by BIA. 

B.     Employers face new fines for illegal working  
 

The Government is setting out new measures to prevent illegal working following a consultation with business. These new measures will take effect in February 2008. Under a new system of civil penalties, employers who negligently hire illegal workers could face a maximum fine of £10,000 for each illegal worker found at a business. If employers are found to have knowingly hired illegal workers they could incur an unlimited fine and be sent to prison.
