第一章  總則

第 一 條  本團體定名為「英國海外梅州聯誼會」，以下簡稱本會。
第 二 條  以愛國愛鄉，團結鄉親，服務社會，共求進步和共謀發展為宗旨。
第 三 條  本會會址設於：Unit1 Solihull Ice Rink,  Hobs Moat Road, 
                        Solihull,   B92 8JN,   UK
第 四 條  本會之任務：
　　　　　一、定期舉辦各項聯誼活動及生活、藝文講座。
　　　　　二、為凝聚鄉情，團結互助。
　　　　　三、服務社會，奉獻家鄉。
　　　　　四、其他與本會宗旨相關之事項。

第二章  會員

第 五 條  凡本會執委 、 委员之親屬或朋友及我鄉鄉僑 。得申請入會為會員（以下簡稱會員）。
第 六 條  正式會員之權利與義務：
　　　　　一、權利：
　　　　　（一）出席會員大會，參與討論及表決。
　　　　　（二）選舉或被選舉。
　　　　　（三）參與本會舉辦、協辦之活動。
　　　　　（四）其他應享之權利。
　　　　　二、義務：
　　　　　（一）遵守本會規章並協助本會之各項活動。
　　　　　（二）擔任本會選派之職務。
　　　　　（三）其他應盡之義務。
第 七 條  如有下列情形之一者，即喪失本會會員資格：
　　　　　一、死亡。
　　　　　二、書面聲明退會者。
　　　　　三、違反本會宗旨情節重大、經本會各執委議決取消其會員資格者。

第三章  組織

第八條  會長之職權：
　　　　　一、任期三年，連選得連任最多兩期。  
　　　　　二、召開會員大會及臨時大會。
　　　　　三、執行本會章程及會員大會議決之事項。
　　　　　四、本會經費之管理及支用。
　　　　　五、處理其他本會會務相關事項。
第九條  主席之職權：
　　　　　一、任期三年，連選得連任最多兩期。  
　　　　　二、監察會務工作情形。
　　　　　三、執行會務應改進事項。
　　　　　四、處理會員提出之問題。
　　　　　五、襄助會長辦理本會相關事務 。
第十條  秘書長之職權：
　　　　　一、任期三年，連選得連任最多兩期。  
　　　　　二、辦理各項預定工作。
　　　　　三、稽核本會經費收支。
　　　　　四、重大活動之聯繫。
　　　　　五、襄助會長辦理本會相關事務
第十一條  會員大會之召開：
　　　　　一、本會會長為召集人；每半年召開一次，必要時得召開臨時大會。
　　　　　二、如有全體會員十分之一以上連署、請求召開會員大會時，秘書長應於二十日內召集之。
第十二條  會員大會應有全體會員三分之一以上出席始得開會，出席會員過半數之同意始得議決。但解除職權
　　　　　案之議決，應有全體會員過半數以上出席、出席會員四分之三以上同意。
第十三條  委員會之設置：
　　　　　一、本會設置福利、申訴、財務等委員會，並得視會務需要，經會員大會議決後，增設其他委員
　　　　　　　會。
　　　　　二、各委員會召集人，由會長指派理事一人兼任之；委員得由召集人自會員中遴聘、報請理事核備
　　　　　　　後擔任之。
　　　　　三、各委員會處理之相關事務，應於會議提出工作報告。
　　　　　四、委員會之組織辦法，由各委員會另訂之，經會長通過後實施。

第四章  經費

第十四條  經費之來源：
　　　　　一、會費：會長每任期需繳納£3000英鎊會長費。
　　　　　二、符合、認同本會宗旨之捐款。
　　　　　三、熱心人士贊助。
　　　　　四、其他收入。

UK Overseas Mei-Zhou Community Association Constitution

Article I Overview

(1) The name of the Association shall be the ‘UK Overseas Mei Zhou Community Association’ (Hereinafter called ‘the Association’)
(2) The objectives of the Association are to promote patriotism and love of Mei Zhou, unite the countrymen, serve the community, to progress and develop together.
(3) Our premise is at Unit 1 Solihull Ice Rink, Hobs Moat Road, Solihull, B92 8JN, UK.
(4) The Association is responsible for:
i. organising various community activities and cultural and scholastic talks
on a regular basis.
ii. consolidating the countrymen and helping each other.
ii. serving the society and contribute to the homeland.
iii. any other issues correspond to the objectives of the Association.


Article II Membership

(5) Membership of the Association shall be open to any relatives, friends of the committee members of the Association or and all countrymen. (Hereinafter members).
(6) The privileges and duties of active members include:
i. Privileges:
a. to attend the meetings, and have the rights for discussion and
voting.
b. to elect or be elected
c. to participate in the activities organised or co-organised by the
Association.
d. other privileges

ii. Duties
a. to comply with the regulations and assist the running of the activities of the Association.
b. to perform the prescribed duties allocated by the Association.
c. to perform other duties necessary.

(7) Members will be removed from membership if they:
a. decease
b. withdraw with formal statement
c. violate the objective of the Association, shall be removed by the vote of
the Executive Committee.



Article III organisation

(8) Duty and power of the President:

a. The term of office is 3 years and it can be renewed twice.
b. To call the meetings and provisional meetings.
c. To execute the constitution of the Association and the items approved in
the meetings
d. To manage the funds and expenditure of the Association
e. To handle other affairs related to the Association.

(9) Duty and power of the Chairperson

a. The term of office is 3 years and it can be renewed twice.
b. To supervise the running of the Association.
c. To execute necessary changes to the administrative matters.
d. To handle enquiries from the members.
e. To assist the president in handling work related to the association.

(10) Duty and power of the secretary

a. The term of office is 3 years and it can be renewed twice.
b. To handle the various planned work.
c. To audit the income and expenditure of the association.
d. To liaise in important activities.
e. To assist the president managing the affairs related to the Association.

(11) The meetings

a. The president shall call the meeting every half year and to call the
Provisional meeting if necessary.
b. If over one tenth of the members request to call a meeting, the
Secretary should gather all members in 20 days.

(12) The quorum of the meetings is 1/3. There should be 1/2 vote of the quorum in order to pass a resolution. However, regarding the removal of the power of an officer, the quorum shall be 1/2 and shall receive the assent of not less than 3/4 of the members attending.


(13) The Committee

a. The committees of the Association shall include welfare, advocacy and
finance and more new committees can be established with the assent in the members’ meeting.
b. The co-ordinator of each committee shall be taken up by one trustee
who is appointed by the President. The co-ordinators shall then elect
members from the meetings and get approval from the trustees.
c. The committees should submit the progress reports in the meetings.
d. Each committee shall establish its own teams and bring it into
practice after getting the approval of the president.


Article IV Aims

(14) Our aim is to work together with all Mei Zhou immigrants old & new in the UK, as well as to bring together friends & relatives across the country to learn more about our roots & origin, in addition to encouraging them to join us in participating in local community activities, charity work and fundraising. Last, but not least, the Mei Zhou Association also feels that it is important to support local charities and schemes, such as ‘International Child Support’, which raises money for children who live in poverty. organising ‘Mixed Culture’ celebration together with the British & Asian communities during our Lunar Calendar Main Festival.


Article V Funds

(15) Source of funds

a. Membership fee: the president shall pay 3,000 UK pounds for each
term of his / her office.
b. From the donations that conform to and identify with our objectives.
c. From philanthropists.
d. From other source of incomes.
